The Local Water Utilities Administration (LWUA) was created under Presidential Decree (P.D.) No. 198 as a specialized institution for the promotion, development and financing of local water utilities in provincial cities and municipalities outside of Metropolitan Manila. It has the power and duty to establish standards for local water utilities including water quality, design and construction, operations and maintenance, among others.
The Department of Public Works and Highways (DPWH) is one of the three departments of the government undertaking major infrastructure projects. The DPWH is mandated to undertake (a) the planning of infrastructure, such as national roads and bridges, flood control, water resources projects and other public works, and (b) the design, construction, and maintenance of national roads and bridges, and major flood control systems.
